Training seminar for investigators

On November 21, 2019, Minsk hosted the training seminar for investigators on the topic "Special aspects of pre-trial proceedings in criminal cases with the involvement of minors", which was organized within the framework of the joint program of the European Union and the Council of Europe

"Partnership for good governance" and the project "Strengthening the right to a fair trial in criminal proceedings in Belarus".

The event was organized by the Council of Europe and the Institute for retraining and qualification upgrading of judges, prosecutors and legal professionals at the Belarusian State University.

The following topics were considered during the seminar: international standards and national legislation in the field of criminal proceedings in cases of juvenile crimes (Ms Lyudmila Zaitseva, Head of the Department of Prosecutor Work of the Institute for retraining and qualification upgrading of judges, prosecutors and legal professionals at the Belarusian State University); initiatives of the Investigative Committee of the Republic of Belarus to optimize the participation of the psychologist (teacher) in pre-trial procedure (Yuri Varavko, Head of the Department of the Central Office of the Investigative Committee of the Republic of Belarus), safeguards for the rights of minors in the pre-trial stage and experience of Russia in the context of international standards (Natalia Kravchuk, senior researcher at the Department of Jurisprudence of the Institute of Scientific Information on Social Sciences, expert of the Council of Europe), intervention measures without resorting to judicial proceedings – exception from the justice system and restorative justice (George Tugushi, expert of the Council of Europe), criminal liability and forms of its implementation in relation to minors (Alexander Barkov, Professor of the Department of Judicial Activity of the Institute for retraining and qualification upgrading of judges, prosecutors and legal professionals at the Belarusian State University), prosecutorial and investigative practice in criminal cases involving minors (Yulia Kharcheikina, senior prosecutor of the Department of supervision proceedings and regulatory enforcement of General Prosecutor Office of the Republic of Belarus).
